Course Title: Policy Development: Moving from Theory to Action
Course Description: This workshop attempts to move tobacco policy work forward by taking participants through key policy development areas using a framework that attempts to connect three large elements of policy development: partnerships & collaboration, policy analysis and prioritization, and policy implementation and evaluation. It takes broad concepts and frameworks and places them in a real world policy development setting.

Specific content includes understanding all methods of advocacy, utilizing coalitions in policy development, and a comprehensive framework for understanding policy development that includes an expansive approach to prioritizing policy choices ("policy analysis").

Learning objectives include: understand public health frameworks as they relate to primary prevention and behavior change; increase knowledge and skills in changing policies and organizational practices to address public health issues; strengthen knowledge and skills in collaboration and coalition building to strengthen policy development processes; and gain greater knowledge of specific policy development framework and be able to prioritize policy choices based on this framework.

Presenter Victor Coleman, President of Uncommon Solutions, has been a Senior Policy Advisor for the Department Of Health, working on legislative and policy development initiatives at the State level. Mr. Coleman has also worked legislative and policy development initiatives at the State and National levels. Robbie Kay Norman, co-presenter, has assisted in the vision and design of a new unit to integrate public health prevention programs, bring sustainable policy approaches from theory to implementation, and created opportunities for private and public partnerships for the Washington State Department of Health.

Intended Audience: This training is primarily intended for individuals working in tobacco prevention and control, either as contractors of the Washington State Department of Health Tobacco Prevention and Control Program, or key stakeholders and partners, including although not necessarily limited to, schools and tobacco-free coalitions concerned with tobacco prevention and control policy issues.
